The qr code on Dominion voting systems is a setting on the machines and could have always been set to not have them. Somebody made the decision to have qr codes in violation of law. Think about this: why does a vote need to be encoded to be walked less than 100 feet to be decoded into a vote? All other qr codes go to web sites. As long as qr are on the ballot the vote probably goes to a web site, but we cant decode them to know. The contract for the Dominion Voting system between Georgia and Dominion required the system to comply with law. It never did since the voter, as required by law, was unable to verify the qr code would count their vote as cast, or let them see how it would be cast to know that they could determine to change it. Judge Amy Totenburg ruled to this effect in Curling v. Raffensperger, which started under Kemp as secretary of State.
Dominion would perhaps have been easier to stomach had there been complete audits. O.C.G.A. 21-2-379.22(8) requires that for a ballot marking device to be used in Georgia that every vote must be counted accurately as cast. That implies a check or audit of every vote. How would one determine in compliance with equal protection of the Constitution which votes would be required to be checked and which ones wouldnt be checked? So even if the qr codes are rendered not tabulatable, voting on bmd without a check of every vote cast defies Georgia law. Therefore RLA checking of ballots fails to meet the standard. A democratic candidate Michelle Long Spears did not receive even her own vote in her own precinct. A recount immediately done declared her the winner. This should have disqualified Dominion from further use pursuant to the law cited above.

Further, the totals in Dominion Election management system can be changed with absolutely no relation to a ballot. Disregarding law by the Secretary of State to select this system, ignorance or disregard of law by the legislature to finance it, and failure to renounce it with ample opportunity and reason to do so, in an effort to save face for the way too high price paid has been unfruitful and further indebted counties and the state to Dominion for costs to administer elections and warranty costs. I think this video shows both how Dominion can be set without qr codes for print on demand ballots from off the shelf printers and how totals can be changed without coming from a ballot.
